Today, on July 5th, “Prison Watch” Public Association with the “Penal Reform International” held national conference on the subject of Life-Sentenced Prisoners “international standards”. Conference opened by the J.D Kamil Salimov , the head of the “Prison Watch” Public Association. After greeting the guests, professor Salimov talked about the importance of holding conference. Then, Maya Khasieva, director of PRI program spoke about the project with a short presentation.One the of project expert, Eldar Zeynalov the chairman of “Human Rights Centre”, presented results of research 2010-11, in the framework of the project.E.Zeynalov told about the changes and conditions to the laws accociated with life-sentenced prisoners and controlling institutions of this system after gaining independence of Azerbaijan republic.Eldar Zeynalov also spoke about life-sentenced prisoners labor, religious and other rights and the level of provision of these rights. At the end, project expert noted resettlement of Gobustan prison as a positive case in the near future. Givi Mikanadze, project and penitentiary and prisoners rights expert of European Council spoke about the international standards with a long report in the area of life-imprisonment. In the speech, he told about different attitude to the life-sentenced prisoners and about different laws. Expert noted about application of pre-condition premature release in some countries for life-sentenced prisoners after certain time, this period continue 20 years in Poland, 15 years in Georgia,Latvia, Lithuania and 10 years in Japan. Then, Givi Mikanadze said about recomendable application of European Penitentiary rules and features.In the second part of the conference Murvat Hasanov, deputy chief of public prosecutor spoke about “basis of application of long-term and life-imprisonment in Azerbaijan” , Mayil Bayramov, the Judge of the Serious Crimes Court spoke about “Experience in long-term and life-imprisonment in Azerbaijan” , Rovshan Hadjiev,employee of Penitentiary System under the Ministry of Justice told about “life-sentenced prisoners detention and treatment conditions, and other measures considered in this field.”
At the event, participated officials of The Supreme Court,The Court of Appeal, The Serious Crimes Court, Ministry of Justice, officials of Ombudsman office and other bodies,members of local non-government organizations and Public Committee on Penitentiary System Control under the Justice ministry of Azerbaijan representatives, as well as representatives of international organizations operating in country such as International Red Cross, OSCE, European Union.
At the end of the conference, discussions and future perspective programs continued to discuss.
